Presentation of the economic and social sustainability plan

The Prime Minister has presented an economic and social resilience plan to deal with, among other things, the sudden rise in commodity prices associated with the war in Ukraine.
Jean Castex indicated that the plan could be scaled up to adapt as closely as possible to the consequences of this conflict.

This plan has 12 main goals:

  • GOAL 1 : STRENGTHENING THE TARIFF SHIELD FOR HOUSEHOLDS AND SMALL BUSINESSES
  • GOAL 2 : SUPPORT FOR COMPANIES WHERE GAS AND ELECTRICITY COSTS ARE A HIGH SHARE OF COSTS
  • GOAL 3 : BANKRUPTCY PREVENTION OF COMPANIES SUFFERED BY A SHOCK
  • GOAL 4 : SUPPORT FOR COMPANIES AFFECTED BY EXPORT, IMPORT AND ACTIVITIES RESTRICTIONS AND INTERNATIONAL TRADE ISSUES
  • GOAL 5 : EASIER SEARCH OF ALTERNATIVE SALES FOR EXPORT COMPANIES
  • GOAL 6 : PROVIDING TARGETED SUPPORT TO INDUSTRIES MOST AFFECTED TO INCREASE IN COSTS OF ENTRANCES
  • GOAL 7 : ENSURE THE SUPPLY OF ESSENTIAL INPUTS
  • GOAL 8 : EXPANDING THE RIGHTS OF PARTICIPANTS OF THE ORDER AND INVOLVING INDUSTRIAL SOLIDARITY
  • GOAL 9 : STRENGTHENING ENERGY SOVEREIGNTY
  • GOAL 10 : STRENGTHENING EUROPEAN FOOD SOVEREIGNTY
  • GOAL 11 : SUPPORTING ACTIVITIES THAT REDUCE OUR DEPENDENCE IN FRANCE
  • GOAL 12 : STRENGTHENING THE CYBER SECURITY OF THE ADMINISTRATION, COMPANIES AND INFRASTRUCTURES

“Fuel discount”

Among these measures is the establishment of a “fuel rebate” of 15 cents before tax per liter between April 1 and July 31, which will apply to individuals and professionals. This applies to diesel and fishing diesel, petrol (SP95, E10), E85, GNR, LPG and CNG.
Targeted support for the most vulnerable sectors and exporting companies

Various assistance should also be directed to specific sectors such as fishing, agriculture, construction or transport.

Single contact portal for companies

From March 21, a single contact portal for business will be created together with consular networks (CCI, CMA, CA). This portal will inform companies about measures tailored to their situation and direct them to the appropriate interlocutors.

Several measures have been introduced to support exports and ensure that trade credit insurance coverage is available:

  • Cap Francexport scheme extended after March 31, 2022,
  • Export Recovery Verification and VIE Verification for SMEs and ETIs have been made more flexible and extended until the end of 2022 within available credits.

Gas and electricity: financial assistance for businesses

In this exceptional situation, the state creates a targeted and limited temporary emergency measure, the implementation of which will be carried out as soon as possible during the period from March 1 to December 31, 2022. It will take the form of subsidies that will benefit companies whose gas and electricity costs account for a high proportion of costs, at least 3% of turnover, and which, due to an increase in their energy costs, will become unprofitable in 2022.
Financing business needs for working capital

To facilitate the financing of companies’ working capital needs, several government cash support systems will be strengthened. Among them is the State Guaranteed Loan (PGE), which will be increased to 35% of turnover for companies particularly affected by the economic consequences of the Ukrainian conflict, compared to 25% in the general system.

In addition, the industry growth credit will be open to construction companies, and the recovery growth credit will be replenished. Subsidized government loans can be provided until the end of 2022. Opportunities for recourse to long-term part-time operations (LTA) have been expanded, while recourse to deferrals or exemptions for payment of social and fiscal obligations will be facilitated.
